Champlain Local Health Integration Network

The Champlain Local Health Integration Network’s (LHIN) mandate is to ensure health services are well-organized, appropriately funded, and meet the health needs of the 1.3 million residents who call this region home.

We work with and fund roughly 120 health service providers that offer about 240 health programs in hospitals, community support services, mental health and addiction services, community health centres, and long-term care homes. The Champlain LHIN also delivers home and community care services.


Position:  Manager, Facilities, Procurement and Emergency Response

Position Summary:
The Manager, Facilities, Procurement, and Emergency Response is responsible for developing, recommending and implementing facility, procurement and emergency plans; and ensuring an administrative support strategy is in place and aligned with the Corporate Strategic Plan.

Primary Responsibilities:

Facilities & Support Services:

  • Reviews the Facility Use Policy regularly and updates as necessary.
  • Collaborates with the Senior Leadership Team to develop the Annual Facilities Plan while determining and prioritizing appropriate requirements, providing expertise and making recommendations based on subject-matter expertise and industry best practice.
  • Liaises and consults with Infrastructure Ontario (IO) in accordance with the Memorandum of Understanding on facilities related issues which may include: leases, maintenance, cleaning and other contracts; space planning, energy management, design and construction.
  • Aligns and optimizes facility management plans with corporate strategies and policies (e.g. Telework).
  • Oversees all physical facility moves including coordination, communication and liaison with affected property managers, employees and leadership.
  • Coordinates and manages a service delivery system for all Champlain LHIN facilities that meets established IO service standards.
  • Coordinates procurement processes and services for all Champlain LHIN facilities which may include office supplies and equipment.
  • Ensures effective inventory control by utilizing the appropriate established standard.
  • Ensures the physical facilities of the organization are maintained and operated within all Provincial legislative codes and building standards such as Accessibility Standards, Health & Safety, and Fire Code.
  • Coordinates and manages the security and protection services for all Champlain LHIN facilities including first on-call responder to security issues and liaising with contracted security service provider(s).
  • Provides Senior Leadership Team with recommendations that provide for a secure workplace for all employees and visitors.

Procurement:
  • Reviews the Procurement of Goods and Services Policy regularly and updates as needed.
  • Collaborates with the Senior Leadership Team to develop the Annual Procurement Plan that has taken into account prioritized requirements; also provides expertise and makes recommendations on purchasing decisions.
  • Oversees all Procurement activity for the organization including document preparation, compliance review, education of management and employees on relevant policies, procedures and directives.

Emergency Response:
  • Reviews the Emergency Response Policy.
  • Collaborates with the Senior Leadership Team to develop Annual Emergency Response Plan (preparedness, prevention, mitigation, response and recovery) while determining and prioritizing requirements, providing expertise and making recommendations based on current standards.
  • Manages and maintains disaster recovery services for all Champlain LHIN facility incidents to ensure the integrity of LHIN operations during such critical events; proactively recommends processes to limit the exposure of LHIN operations to facility critical incidents.
  • Works in close collaboration with Communication and Engagement team members for proactive communication in the event of an emergency.
  • Provides guidance to Human Resources to ensure that all new hires are aware of the applicable policy and procedures in the event of an emergency.
  • Represents the organization at the Hospital Emergency Preparedness Committee of Ottawa (HEPCO).
  • Manages security provisions, including disaster and business continuity planning of all Champlain LHIN facilities.

Education and Experience:
  • Progressive experience in facilities, procurement and emergency management normally attained over a period of seven years
  • Previous related experience in a management and/or leadership role
  • One or more of the following will be considered assets:
    • Certified Facility Manager
    • Certified Supply Chain Management Professional (SCMP) or a Diploma in Procurement and Supply Chain Management
    • Diploma in Emergency Management

Knowledge:
  • Intermediate technical knowledge of facilities, procurement, and emergency response.
  • Ontario Health Care System, Champlain LHIN and applicable legislation and Ontario Public Services (OPS) directives
  • Ontario Government partners including Health Shared Services Ontario (HSSO), Infrastructure Ontario and others.
  • Lease negotiation process and legal terminology associated with lease agreements
  • Occupational Health and Safety

Skills and Abilities:
  • Proactive and collaborative approach; builds and establishes partnerships to meet client services delivery requirements
  • Exceptional negotiation skills for resolution of complaints; daily interactions with property managers, employees and management
  • Excellent verbal and written communication
  • Highly organized

Shift: Monday to Friday; 8:30am - 4:30pm

Location: 4200 Labelle Street, Ottawa (Ontario)
